Haiti: Three centuries of colonialism

A month on from the Haitian earthquake and the images of mothers and young children trying to rebuild their lives after the devastation is upsetting for all. Although such disasters cannot be prevented, the post earthquake events in the country reveal some startling facts about Haiti. Firstly, the tiny state is one of the poorest countries in the Western Hemisphere and has development indicators comparable to some of the poorest African states. In terms of illiteracy and mortality, it is on par with countries such as Bangladesh, Chad and Sierra Leone. Such characteristics are quite unsettling, especially as it is only 600 miles from the United States.

The reasons for Haiti's poor development record are still being debated by historians and political scientists but a brief glance into her history offers some insights. When Christopher Columbus arrived in Haiti on 5th December, 1492, he claimed the island for Spain -subsequently, the Spaniards mined the island for gold and exploitation of the land. At a later stage, the French settled on the land which gave rise to hostilities and tension with the Spaniards because both countries wanted to colonize the island.

When Haitians won their independence from France in 1804, they attempted to claim reparations from the powers that had profited from three centuries of colonisation. France, however, was convinced that it was Haitians who had stolen the property of slave owners, by refusing to work for free. So in 1825, French warships threatened to re-enslave the former colony, King Charles X came to collect 90 million gold francs - 10 times Haiti's annual revenue at the time. With no way to refuse, and no way to pay, the young nation was shackled to a debt that would take 122 years to pay off.

The ill-treatment suffered by the host population included malnutrition, forced labour and slavery - such enormous societal disruptions led to a sharp decline in population and this was further exacerbated by infectious diseases bought by the Europeans that were new to the people of the Caribbean, therefore lacked immunity to. The newly formed colonized lands quickly became very profitable, especially for the French as they gained immense profits from sugar and coffee. This was made possible by the thousands of slaves that were shipped from Africa to work on the land - it is said that they were part of the ‘most brutally efficient slave colonies' as one third died within a few years.

It is clear from this brief account that international powers have always vied with each other in competition to secure resources and strategic interests. The only difference now is the style employed to achieve the same objective. Unfortunately, for the people of Haiti, the earthquake was the perfect pretext for the Capitalists to set foot in the impoverished nation once again. Of particular interest is the fact that Haiti has the highest number of NGOs per capita in the world. On the surface, such a realisation may not seem to be vested in exploitation or self-interest and although, it is not necessarily a bad thing that a state has so many NGOs but the ramifications of such a reality can be disconcerting. As a general rule of thumb, the more NGOs there are in a country, the less developed it is. This can suggest one of two factors. A heavy NGO presence in a country may indicate that the state has abdicated its responsibility to its citizens or that it doesn't have the infrastructure to adequately respond to the people's needs.

One would then beg the question: if there are so many NGOs in Haiti than anywhere else, why has the country not been able to pull itself out of the quagmire of underdevelopment and poverty? Could it be related to the fact that such a large presence of NGOs has the effect of downplaying the duties of government by not advocating the need for development? Essentially, such a situation means that the country will always rely on foreign hand-outs and will never be self-sufficient.

It is a historical fact that any country that opens its doors to foreign donors and humanitarian agencies eventually loses sovereignty over its own people. Similar scenarios can be seen in places like Afghanistan and Iraq. Unfortunately, much of the money raised will end up in the pockets of highly-paid consultants, corrupt government officials and UN bureaucrats; very little of it will go to the people who need it most.

It may appear that the premise of this discussion is questioning the morality of NGOs and it may seem cruel to suggest that donors and NGOs should not help countries like Haiti at the time of need but the history of humanitarian aid and assistance to poor countries has shown that a crisis is used as a convenient entry point by foreign players to impose a particular system or vision for the people. On the other hand, it is true to state that a blanket rejection of NGOs is rather unfair but a healthy critique of such practices would warrant suspicion, especially as their operations are conducted within the framework of capitalist thought, an ideology that is marching forth towards global domination. As for the Haitian government, they will be pushed further to the periphery and most decisions about the state will be made in Washington, Paris or London - a type of proxy colonialism as it were.

Ultimately, giving charity and assistance to the poor and grief stricken is a commendable act and should be encouraged, however, they should be viewed as pseudo-solutions. More often than not, the underlying fundamental problem is overlooked and with the case of Haiti, it is an example of centuries of subjugation and interference by outside powerful forces. Very little attention is given to how Haiti can develop its infrastructure and mode of government or how IMF loans are becoming increasingly oppressive.

Although, we do not see the barbaric slavery of the French anymore, the essence of Colonialist politics has not shifted. It is no longer a case of brute force neo-colonialism but we now live in the times of subtle NGO colonialism - an idea that hinders self development and increases reliance on others.

US surge in Afghanistan 'may destablize Pakistan

Pakistani Premier Yousuf Raza Gilani says that the US's decision to send thousands of extra troops to Afghanistan may destabilize his country.

Gilani, in an interview with DPA, said in Islamabad on Sunday that an increase in US troops in Afghanistan is likely to lead to a spill over of militants inside Pakistan.

Civilians and military officials in Islamabad say the US troop build up could force Taliban militants to infiltrate into Pakistani southwestern province of Balochistan that borders Helmand.

The premier also added that the surge would make the situation worse across the border region.

Hundreds of militants fled into the country after the US-led invasion of Afghanistan began eight years ago.

Ahead of his first visit to Germany, Gilani said US President Barack Obama would have to formulate the military strategy for Afghanistan in consultation with Pakistan.

Gilani's remarks come as Obama is widely expected to send more than 34,000 extra American troops in the conflict-torn country.

Although nearly 110,000 foreign troops are currently fighting Taliban militants in Afghanistan, they have not been able to provide stability to the country.

Pakistan has been witnessing increasing violence ever since the country joined the so-called US-led war on terror. Deadly attacks and bombings have killed more than 2,550 people in 29 months across Pakistan in recent years.

Introduction to the Economic System

Thoughts,in any nation, are the greatest fortune the nation gainsin her life ifthe nation is newly born;and they are the greatestgift that any generation can receive from the preceding generation, provided the nation is deep-rooted in the enlightened thought.

With regard to material wealth, scientific discoveries, industrial inventions and the like, all ofthese are ofmuch lower importance thanthoughts. In fact,to gain such matters depends on the thoughts, andpreservation ofthese matters depends on the thoughts as well.

If the material wealth ofa nation is destroyed,it is possible for it to be restored quickly as long as the nation preserves its intellectual wealth. However, ifthe intellectual wealth collapses and the nation retains onlyits materialistic wealth, this wealth will soon shrink and the nation will falldown into poverty. Most ofthe scientific achievements which the nationonce made can be regained, provided it does not lose its way ofthinking.Whereas, ifit lost the productive way ofthinking,it would soon regressand lose its discoveries and inventions. Therefore,it is necessary to takecare ofthe thoughts first.Based upon these thoughts, and according tothe productive way ofthinking, material wealth is gained, and theachievement ofscientific discoveries, industrial inventions and the like issought.

The Economic System of Islam

Introduction

This book of the economic system in Islam is a precious intellectual Islamic fortune, rarely matched. It is the first book which crystallises, clearly and obviously, in this century, the
reality of the economic system of Islam in this period in an explicit fashion.

It explains the Islamic view of the economy and its objective, how to own property and increase it, how to spend and dispose of it, how to distribute the wealth amongst the citizens in society and how to establish a balance within it.

It explains the types of properties (private, public and State property) including the property due to the Bait ul-Mal and the areas over which it is spent.

It explains the rules of lands, whether ‘Ushriyya or Kharajiyya, and what is obliged in them of the tithe (‘Ushr) or land tax (Kharaj) and how to utilise, cultivate and allocate and also how to transfer them from one owner to another.

It also discusses the different types of currencies (Nuqud) and what occurs in them of Riba, exchange and what is obliged from them of Zakat.

Finally it discusses the foreign trade and its rules. The sole sources in adopting the rules mentioned in this book are the Book of Allah and the Sunnah of His Messenger and what they directed to, namely analogy and Ijma’a as-Sahabah. No other source is taken in adopting these
economic rules.

The book introduces the reality of the capitalist and socialist, including (communist) economic systems and their refutation, explaining their defects and contradiction with the economic system of Islam.

This book was reviewed prior to printing the new edition with only minor corrections. Careful attention was spent in reviewing all the Ahadith mentioned which were proven according to their narrators in the books of Hadith.

This book, to its credit, has created amongst Muslims a great awareness of the Economic System in Islam. We ask Allah that He spreads its favour and enables Muslims to place its rules into action in a State ruling them exclusively with that which Allah has revealed.

Press Statement from Hizb ut-Tahrir's Media Office in North Africa: Regarding Detention of Shabab

Press Statement from Hizb ut-Tahrir's Media Office in North Africa: Regarding Detention of Shabab charged with links to Hizb ut-Tahrir in Tunis

“Allâh has decreed: "Verily, it is I and My Messengers who shall be the victorious." Verily, Allâh is All-Powerful, All-Mighty.” [TMQ 58: 21]

Tunisia, the land of such a city as Kairouan, which was founded by ‘Aqabah ibn Nafa’ as the city of lights and goodness, is a country that either understands the dynamics of history nor comprehends world events; and is oblivious of the ways Allâh (swt) dealt with those before. It challenges Allâh (swt) Himself and His Prophet (saw). It prohibits the slogans of Allâh, is faithful to the nations of kufr and rejects His commands. Tunisia prevents women from adorning the hijab in government establishments which it regards as sectarian attire alien to it. The predominantly Muslim country prosecutes people; for being faithful to Allâh (swt), ‘accuses’ them of calling people to establish the deen of Allâh on Allâh’s own earth. These are ‘crimes’ in Tunisia on par with felony!! To be seen as a good citizen, one must not only confirm to the kufr rules, he must respect and defend them too, even if it is at the cost of flouting his Islamic identity. A law-abiding citizen is expected not to strive for establishing Allâh’s deen on earth i.e. the Khilafah, which is mandatory for a Muslim just because Bush, Brown and Sarkozy do not approve of it. To work of reestablishing the deen is therefore prohibited and the only place for those who ‘indulge’ in it are the prison cells where he is tortured and humiliated by officials on whom as Muslims, it is mandatory to raise the banner of Islam and not fight Islam and Muslims.

The correctional eighth Court of First Instance in Tunis under the chairmanship of Justice Mohamed Ali Ben Shuwaikha on Wednesday 7 / 5 / 2008 took up case number 10890, concerning: Mohammed al Samaawi, Mabrouk Boudhafri, Muhammad Ali Albiskri, Ali Al-Hajjaji, Momammed Abbas, Fawzi Shehi, Fathi al Azizi, Mohammed bin Khumailah, Reza Thabit, Rauf al-Amri, Bashir al-Zaitouni, Mehrez al-Saidi, Anis Al-Hajjaji, Mohammed Ben Youssef, Mohammed al-Muhmadi, Mahdi ben Mehrez, Faisal Sasi, Youssef al- Taroudi and Mohammed al-Razeqi. Another case number 4148 concerning each of: Congratulations, and Mehrez Rajab Boudhafri and Bashir al-Zaitouni on charges of reestablishing an unrecognised organisation, and holding unauthorised meetings and preparing the place for holding of unauthorised meetings and of being in possession of leaflets that disturb public order. The ‘accused’ were defended by a team of lawyers comprising; Ahmed al-Siddiq, Samir Ben Omar, Kulthoum al-Zaowi, Abdel-Fattah Moro, Najib bin Youssef, Sa’eedah al-‘akrami and Radhiah al-Dureidi. The judge decided that the two cases will be taken up for hearing, arguments and ruling on Saturday 10th May, 2008.

Saturday, the 10th of May, 2008:

The correctional eighth Court of First Instance in Tunis under the chairmanship of Justice Mohamed Ali Ben Shuwaikha issued the following ruling:

Case number 10890: Sentenced imprisonment for Faisal Sasi for a period of one year and two months; Mohammed al Samaawi, Muhammad Ali Albiskri, Ali Al-Hajjaji, Momammed Abbas, Fawzi Shehi, Fathi al Azizi, Mohammed bin Khumailah, Reza Thabit, Rauf al-Amri, Mehrez al-Saidi, Anis Al-Hajjaji, Mohammed Ben Youssef, Mohammed al-Muhmadi, Mahdi ben Mehrez, Youssef al- Taroudi and Mohammed al-Razeqi for a period of eleven months, and sentenced Mabrouk Boudhafri and Bashir al-Zaitouni for a term of six months.

In the case number 4148, the same court sentenced: Mabrouk Boudhafri for a period of 2 years and 3 months while Mehrez Rajab Boudhafri and Bashir al-Zaitouni were ordered imprisonment for a term of 11 months each.

The ‘accused’ were charged with ‘participating in reestablishing an ‘illegitimate’ organisation (Hizb ut-Tahrir), holding un-authorised meetings, preparing a place for holding un-authorised meetings and in possession of leaflets deemed as disturbing public order’!

These are the ‘crimes’ committed by the ‘accused’ Shabab who are firm believers in their Master, Allâh (swt) and to whom they have been faithful. They call upon people to establish the righteous deen of Allâh (swt) on earth, they are neither hostile to any person nor do they indulge in any material and physical action aimed at the regime. They refrain from such violence not in fear of the brutal oppressors, but rather in emulation of the Messenger of Allâh (saw) who did not resort to material action as a means of establishing the Islamic State. The Shabab have neither spilled people’s blood nor wrongfully pilfered their wealth and are complying with Allah’s commands.

Should a person calling for establishing the deen of Allâh (swt) in a Muslim land be thus imprisoned?! Should he be subjected to torture and humiliation just for saying:

يا قومنا أجيبوا داعي الله وآمنوا به يغفر لكم من ذنوبكم ويجركم من عذاب أليم

“O our people! Respond (with obedience) to Allâh's Caller (i.e. Allâh's Messenger Muhammad [sal-Allâhu 'alayhi wa sallam]), and believe in him (i.e. believe in that which Muhammad [sal-Allâhu 'alayhi wa sallam] has brought from Allâh and follow him). He (Allâh) will forgive you of your sins, and will save you from a painful torment (i.e. Hell-fire).” [TMQ 46; 31]

Should this be the treatment meted out to him while at the same time when flagrant violations of His commands, promiscuity, liquor, immodesty, usury and atheism are rampant, obedience to Allâh is suppressed, people are prevented from attending congregational prayers, vice is openly permitted and modesty is shunned and the country is ruled under a system of kufr. Indeed, this reminds us of the shameless & impudent ways of the people of Lot who ordered the righteous people to be driven out their village. Their story has been narrated by Allah (swt):

أخرجوا آل لوط من قريتكم إنهم أناس يتطهرون

"Drive them out of your town, these are indeed men who want to be pure (from sins)!" [TMQ 07: 82]

Here in this Muslim country, the people are persecuted for being chaste and are regarded is esteem for being immodest, mean, despicable and for being disobedient to Allah. The regime is not fearful of their actions because the Shaitân has enchanted them and glamorised their actions. Shaitân has beautified for them (their false hopes), and (Allâh) prolonged their term (age). Allâh says:

“Did they then feel secure against the Plot of Allâh? None feels secure from the Plot of Allâh except the people who are the losers.” [TMQ 07: 99]

Like their predecessors Abu Jahal, Abu Lahab, Ibn Mughairah and other Kufr leaders, this untenable and crumbling regime feigns that it can overwhelm Allâh (swt) Himself, suppress His lights and shout down His call. They may have their benefits in following the deviant ways of kufr, but let them not forget that whatever Allâh wishes will certainly dominate and whoever opposes that will meet a distressful end.

Let the leaders of this Tunisian regime and others who are bent upon exploiting the Muslim Ummah know that either of the two punishments awaits them: it is either the punishment at the hands of the Ummah whom they have wronged; or it is the punishment of Allâh (swt) Himself.

"Do you wait for us (anything) except one of the two best things (martyrdom or victory)? While we await for you either that Allâh will afflict you with a punishment from Himself or at our hands. So wait, we too are waiting with you." [TMQ 09: 52]

Let the leaders of this Tunisian regime know that the Khilafah which the Muslims are being imprisoned for demanding and working to establish, Allâh (swt) willing, is set to take shape soon and will seal their fate and hold the treacherous Munafiqeen to account for their loyalty to the Kuffar and for fighting the Ummah. They must know that the khilafah will establish and implement the command of Allâh on the earth. We know that Shaitân has enchanted you with his charms and instilled in you that this khilafah is a mirage, but we have accepted the command of Allâh (swt) and firmly believe in His glad tidings:

فاصبر إن وعد الله حق ولا يستخفنك الذين لا يوقنون

“So be patient (O Muhammad [sal-Allâhu 'alayhi wa sallam]). Verily, the Promise of Allâh is true; and let not those who have no certainty of Faith discourage you from conveying Allâh's Message (which you are obliged to convey).” [TMQ 30: 60]

We fully believe when He says:

“Allâh has promised those among you who believe and do righteous good deeds, that He will certainly grant them succession to (the present rulers) in the land, as He granted it to those before them, and that He will grant them the authority to practise their religion which He has chosen for them (i.e. Islâm). And He will surely give them in exchange a safe security after their fear (provided) they (believers) worship Me and do not associate anything (in worship) with Me. But whoever disbelieved after this, they are the Fâsiqûn (rebellious, disobedient to Allâh).” [TMQ 24: 55]

We also firmly believe when His Prophet (saw) said:

"The Prophethood will last among you for as long as Allah wills, then Allah would take it away. Then it will be (followed by) a Khilafah Rashidah (rightly guided) (ala minhaj an-Nabuwwa) on the way of the Prophethood. It will remain for as long as Allah wills, then Allah would take it away. Afterwards there will be a hereditary leadership, which will remain for as long as Allah wishes, then He will lift if He wishes. Then there will be a Khilafah Rashidah (ala minhaj an-Nabuwwa) on the way of the Prophethood" then he kept silent.” [Reported in Musnad Imam Ahmad].

Let the criminals do as they wish; indeed Allâh (swt) is not oblivious to their deeds. Their scheming ways will not deter the servants of Allâh (swt) from; calling for Khilafah in Tunisia, carrying the banner of Islam high until the deen is established and the criminal & hypocrite enemy is humiliated.

“So think not that Allâh will fail to keep His Promise to His Messengers. Certainly, Allâh is All-Mighty, All-Able of Retribution.” [TMQ 14:47]

Hizb ut-Tahrir Challenges German Ban at European Court

London, UK, June 25th 2008 - This week Hizb ut-Tahrir is submitting an application to the European Court in Strasbourg seeking the ultimate overturning of the ban imposed upon all activities of Hizb ut-Tahrir (HT) in Germany. Membership of the Party is not banned in Germany.

Speaking at a London Press Conference today, Shaker Assem, (HT Media Representative in German speaking countries) said, “The German government has decided it would rather subvert its own principles by banning a political group, Hizb ut-Tahrir, and prohibiting its thoughts, rather than engaging in debate or intellectually challenging it.”

“We note that the German courts did not uphold any of the German Interior Ministries accusations of anti-Semitism against HT, however, they have now relied on an obscure principle of the ‘idea of international understanding’ to ban all of our activities (speeches, study circles, articles, vigils, political meetings, books, magazines, and debates).”

“As recently as this past week the German authorities have continued their policies of harassment, arrest and intimidation of our members, consistent with the work of the unelected, tyrannical regimes throughout the Muslim world that also seek to suppress our call”.

The HT legal team* led by Keir Starmer QC has highlighted the following points in the submission:
  • The silencing of HT re expression of its views publicly in Germany despite it being well known that HT is a non violent political party based on Islam.
  • The refusal of the German Constitutional court to hear the German appeal of HT citing that HT is a foreign association despite the fact that many of its members are German nationals, its clear existence in Germany for several decades, and despite the fact that the lower German courts banned the activities of HT in Germany (banning the Party in one court and not recognising it in another).
  • The rejection of the appeal of 21 members of HT resident in Germany, some of which have been expelled from the country and had their assets confiscated or frozen and despite several being German or EU nationals.
  • Banning of activities due to the supposed non-agreement with the “idea of International understanding” a principle which is insufficiently articulated to be readily ascertained. Furthermore, to ban an organisation’s activities on this basis is wholly disproportionate.
Hizb ut-Tahrir is a non-violent political party which works for the resumption of the Islamic way of life in the Muslim world via the Khilafah (Caliphate), a system of representative and accountable governance based on the Islamic Shariah. In the West, Hizb ut-Tahrir works to cultivate a Muslim community that lives by Islam in thought and deed, adhering to the rules of Islam and preserving a strong Islamic identity. The party also works to project a positive image of Islam to Western society and engages in dialogue with Western thinkers, policymakers and academics.

HTI (HT Indonesia) members Voice their opposition against rising fuel prices

May 16, 2008 HTI Press Release

Government plans to increase fuel prices at the end of May have sparked massive protests. On Tuesday afternoon (13/5) hundreds of HTI members and other members of the Muslim community, including women and children, staged a demonstration in front of the government's Presidential Palace in Jakarta.

In addition to Islamic Banners, protesters held up posters such as: "Fuel Belongs to the People, Yet People suffer," "Fuel Price Increases, and Poverty too," "Syariah and Khilafah: Caretaker of People's Welfare."

Other organizations such as the Muslim University Student Association and the Islamic Students of Indonesia also joined the protest.

Speeches were punctuated with Takbeer and slogans to reject raisingthe fuel price. "Our government has destroyed the system. A lot of people cannot afford healthcare and medications because they are too expensive. Now, the fuel price is going up too. Are we going to stay silent?" asked Farid Wajdi. The protesters immediately responded with a resolute "NO!" Mr. Wajdi, who is an HTI activist also pointed out that we cannot afford to be silent since people's welfare are in dire straits. "Opposition must go on," he insisted.

Muhammad Al Khaththath, secretary general of Forum Umat Islam (FUI) said that the head of state must take care of the welfare of the people. "According to Hadeeth, a head of state acts as a shield to protect the people from any economical, theological and military onslaughts." On the contrary, Mr Al Khaththath accused the current regime, led by Susilo Bambang Yudoyono and Jusuf Kalla, of serving foreign and capitalist interests, and had failed to do its duty.

A speaker representing Islamic Students of Indonesia said that the democratic system had failed to deliver its promise. "Our currency goes bankrupt. Let's embrace Khilafah!" Almost instantly, the people shouted "Takbeer!" He continued, "If SBY-JK insisted on raising the price of fuel, then we demand their resignation."

During the press conference, Hizb ut-Tahrir’s Indonesia spokesman, Mr. Ismail Yusanto, pushed the government to cancel the plan of raising the fuel price. Mr Yusanto also questioned government claims that the rise of fuel prices in the world forced the government to increase the subsidy, which it can no longer afford. In reality, not all of the fuel was imported. Thus, there is no reason why domestic fuel prices must be adjusted to the international price.

According to Mr Yusanto, Indonesia has produced about 910,000 barrels every day. Therefore, the issue of subsidy should be linked to the amount of imported fuel instead of the entire fuel usage. Mr Yusanto also quoted Kwik Kian Gie, a respected Indonesian economist, who said that there is a profit margin obtained from oil production, which amounts to 35 billion rupiah that goes into the government coffers.

The government's claim that the rising fuel price will reduce poverty is also questionable. Several independent forecasts have shown that the number of people living in poverty will increase to 26 million, while inflation will increase to 26%.

"We must stress that the issue of fuel prices has exposed the current relationship between the rulers and the people, that it is like the relationship between buyers and sellers. The correct relationship should be between the people who own the resources and the rulers who obtained a mandate to manage the resources. Therefore, the people have the right to obtain fuel with a reasonable or the least expensive price possible," added Mr. Yusanto.

Natural oil and other natural resources belong to the people and must be used by the people. "We call our government to nationalize oil and natural gas companies, which have been operating in our country," said Mr. Yusanto. National government should be the one who manages the oil and gas production for the betterment of people's welfare, instead of generating profits for foreign companies.

If the government insists on increasing fuel prices, then the government chooses to be an oppressive regime. Therefore, people must re-consider their support to a regime, which has created and prolonged their misery with no end in sight. Furthermore, the people must choose a ruler that is accountable, who will implement a better system. There is no other system except Sharia, which will manage the natural resources in a just manner.
